Students will read and analyze a speech given by Representative Charles Buck, Democrat from Louisiana, in 1896. Buck delivered the speech to the Republican-controlled House of Representatives in opposition to an immigration bill that would have required all immigrants to the United States to be literate and to prove to be able to read and write by undergoing an educational test upon their arrival.
